OROVILLE, CA (MPG) - Butte County property owners with unpermitted buildings, additions or remodels can now seek permits without paying penalty fees under a temporary amnesty program approved by the Butte County Board of Supervisors.

The program, running through June 30, is intended to encourage residents and business owners to bring structures into compliance with county building codes while improving public safety and reducing barriers to the permitting process. The amnesty applies to eligible property owners who voluntarily come forward to legalize previously unpermitted construction, including buildings, additions and remodels, officials said. Participants will be assigned a county representative to help guide them through the permitting process.

Supervisors approved the program as part of a resolution recognizing May as Building Safety Month.

During the May 12 meeting, Development Services Director Paula Daneluk said Butte County was named the 2025-2026 Building Department of the Year by the California Building Officials, recognizing the county’s work in community service, innovation and disaster recovery support.

Daneluk said the department recently modernized operations with a fully digital workflow, updated permitting technology and faster review processes while continuing next-day inspections in many cases.

“I want to point out that we’re the only county who has ever received this award,” Daneluk told supervisors.

County officials said building safety efforts are intended to protect homes, businesses and infrastructure by ensuring construction meets minimum safety standards.

The permit amnesty program waives penalty fees normally imposed on qualifying applicants seeking to legalize unpermitted work completed on their properties.

Supervisors approved the program unanimously.
