Butte Supervisors OK Youth Services Contract

OROVILLE, CA (MPG) - The Butte County Board of Supervisors approved a new 16-month contract with Youth for Change to provide mental health and wraparound services for young people involved in the county’s juvenile justice system.
The agreement follows a November 2025 request for proposal issued by the Butte County Probation Department seeking a provider for a full range of mental health services. Three organizations responded: Victor Community Support Services, EA Family Services and Youth for Change. According to the department, Youth for Change was selected because it submitted the lowest bid while meeting all service requirements outlined in the RFP.
Under the contract, Youth for Change will deliver individual, family and group therapy; crisis intervention; case management; rehabilitation services; plan development; informal mental health evaluations; and high-fidelity wraparound programming. The services are intended to support youth under Probation’s supervision and strengthen family-based interventions, officials said.
The contract runs from Feb. 1, through June 30, 2027, with a not-to-exceed amount of $660,083. Funding comes from the state’s Juvenile Justice Crime Prevention Act of 2000 and county staff reported no impact to the county’s General Fund.
The agreement designates Probation’s Rebecca Henderson as the county project manager and lists Youth for Change CEO Beth Parsons as the contractor representative. The contract incorporates standard county terms, including confidentiality requirements, audit provisions, insurance coverage and compliance with state and federal regulations.
It also includes a clause requiring the contractor to disclose any use of generative artificial intelligence in service delivery.
Youth for Change currently holds several other county contracts, including agreements with Behavioral Health and the Department of Employment and Social Services for mental health, outreach, wraparound and transitional housing services.
