Fiber Construction Underway in Biggs

BIGGS, CA (MPG) - Construction is underway on a new underground fiber optic line through the City of Biggs, with crews expected to complete the work within about three weeks, weather permitting.

The project, led by Vast Networks and contractor Hylan West, Inc., involves installing approximately 8,000 feet of underground fiber as part of a state-funded effort to expand broadband capacity in underserved communities.

According to Biggs officials, the construction route begins at West Biggs-Gridley Road at the city limits, continues north to B Street, east to Eighth Street, north to E Street, east to Second Street, south back to B Street, and east to Highway 99. Work includes underground boring, conduit placement and fiber installation.

City officials received a presentation earlier this month from Adrian Yerena of Hylan West, who outlined the scope of the project and described its long-term benefits for connectivity, public services and economic development. The installation is part of a statewide initiative to strengthen broadband infrastructure in rural areas.

Vast Networks is a California-based telecommunications provider and certified public utility with long-standing ties to rural and agricultural communities. Vast operates a fully underground fiber network that serves schools, healthcare facilities, local governments, public safety agencies and businesses across multiple regions.

For Biggs, the state-funded project provides permanent, future-ready infrastructure designed to support improved broadband access, economic development, and reliable communications. Company representatives emphasized the installation does not involve providing retail internet service or competing with local providers but instead strengthens the backbone that local carriers rely on.

“From an economic development perspective, high-capacity broadband is essential,” Yerena said. “It supports local businesses, strengthens agricultural operations, enables modern education and healthcare, and makes communities like Biggs more competitive for future investment.”

Work crews will coordinate with city engineering and public works staff to avoid existing utilities and minimize impacts on city streets, officials said. Temporary traffic control and sidewalk obstructions are expected during construction, although driveway access for residents is anticipated to remain open.

Council members emphasized the importance of notifying residents about construction activity through social media, the local newspaper, and other communication channels, ruling out direct mail due to cost.

Vast Networks and Hylan West staff said they will continue working with the city throughout the installation period.
