Should PG&E be allowed to take future electric customers for cities in California, such as Biggs and Gridley? Should Cities such as Biggs and Gridley HAVE to pay for a special election and be required to get a two-thirds vote in order for homeowners to annex into the Cities and any proposed area of expansion?
Presently, anyone within the City's sphere of influence can choose to hook into the City's sewer system when a septic tank fails and become a customer of the City of Gridley for water, sewer, garbage and electricity. Would the citizens of both Cities have that choice if Prop 16 were to pass June 8, 2010?
