Gridley to update 911 phone system

DOMESTIC VIOLENCE MONTH RECOGNIZED BY GRIDLEY COUNCIL – Mayor Jerry Fichter presented a proclamation to Emily Martin of Catalyst in recognition of October being Domestic Violence Awareness Month. GBPD Chief Gary Keeler stated that Catalyst comes to domestic violence scenes and stated how much he appreciated them.

Gridley-Biggs Police Chief Gary Keeler requested the approval of a new city wide phone system to support a 911 upgrade made last year at the Monday night City Council meeting.

“Technology is changing very rapidly. People can now call 911 through the internet and we have to keep up with the times,” Chief Keeler explained.

A new phone upgrade had already been appropriated on this year's budget according to City Administrator Rob Hickey.

Calls to 911 in this area automatically come to Gridley's system, but depending on a phone provider, the location can vary if the traveling caller does not know the area they are calling from.

When dispatch receives a physical address on the 911 system from a home or business, they automatically check the data base for a history and relay any prior calls to the officers.

“I want 100 percent usage. You'd be surprised how many hang-ups we get. Sometimes people can't talk or are afraid to,” Chief Keeler told council members.

“The fire department also has capabilities for history of previous visits when they receive 911 calls and their system targets hazards, such as a large amount of oxygen such as at the hospital. When an address comes up, it includes a preplan map which will tell the firemen if extra care is needed in the case of a catastrophe or for example, if a person is in a wheelchair,” Batallion Chief Skip Sannar stated.

“It is amazing to see multiple systems working together, Chief Keeler stated.

The Council approved a contract with Christensen and Kern, the lowest bidders at $11,452.20 to upgrade the current phone system to an internet based solution. This does not include new telephones, as the current telephones can be used with the new equipment.

City Council members also approved electrical substation upgrades required for the one megawatt solar project, in the amount of $136,000.

At the request of City Administrator Hickey, Council members approved a grant writing contract with California Consulting, at a retainer of $3,000 per month.

During Council committee reports Councilmen Owen Stiles and Pedro Mota reported on the California League of Cities Conference they attended at the Moscone Center in San Francisco, with Hickey including a session on Rosenberg Rules of Order, that the Council had earlier voted to approve for protocols to use.

Councilman Dan Boeger had attended an NCPA convention in Napa Valley, with the first day lobbying at Federal and State levels.

Vice Mayor Dave Garner reported that the memorial plans for Arthur Miner, the Gridley Police Officer killed in the line of duty October 24, 1934, will be held Saturday, October 22 at 1 p.m., at the corner of Virginia and Hazel Streets near where the stabbing occurred.

Vice Mayor Garner was able to locate Miner's relatives through Ancestry.com, which has since contacted him on his success in locating the family of Miner.

Mayor Jerry Fichter stated she and other council members had attended the Railroad Park dedication and she had also represented the City at the 100 year birthday party of Rachel Dhillon.

The Gridley City Council will meet Monday, October 17, 2011, at 7 p.m.
