    "In the last 30 years, more than 440,000 people have perished in this country due to alcohol-impaired driving. What will be our legacy 30 years from now? ... If we don't tackle alcohol-impaired driving now, when will we find the will to do so?" - National Transportation Security Board (NTSB) Chairman Debbie Hersman. The NTSB recommended today that the legal blood-alcohol content for driving be lowered from .08 to .05, according to CNN.

    Russia's Federal Security Service reported today they caught a U.S. diplomat trying to recruit Russian counterintelligence, the Associated Press reports. Ryan Fogle, a third secretary at the U.S. Embassy in Moscow, was caught wearing a blonde wig and carrying specialized technical equipment, disguises, written instructions and a large amount of money. Russian authorities say Fogle was trying to recruit a counterintelligence agent with ties to Caucasus, the region the Boston Marathon bombers had lived in. Fogle has diplomatic immunity that prevents him from being arrested but has been ordered to leave Russia immediately. Russian government officials have expressed indignation that the U.S. would undertake such an operation at a time when the countries are improving counter-terrorism cooperation. The CIA has declined to comment on the incident.
