In California, the telephone network is a wireless based service or landline that provides E911. In that network, the telephone system properly routes the 911 calls to the appropriate agency serving the location of the calling party. Additionally, the dispatcher is able to see the phone number and the exact location of where the call is being made, even if it is a 911 hang up. Unfortunately, that is not the case with cell phones and computers with phone capabilities (Voice Over Internet Protocol) (VoIP).
